New Chinese Rules For Dangerous Goods From March

The Chinese Ministry of Transport (MOT ) has now released its newly amended ‘Regulation on the Safety Supervision and Management of Ships Carrying Dangerous Goods’, which comes into effect from March 1st.

The new regulations follow a full review of processes since the explosion in Ningbo port last August.  The blast was attributed to an organic peroxide shipment – class 5.2 dangerous goods – which were in a container aboard the docked vessel Yang Ming Mobility.

Fortunately, there were no casualties during the incident, but the terminal was closed for weeks after.

The new regulations seem to be largely aimed at carrier procedures, notices and certifications, although do refer to the need for accurate product and technical names, along with declaring all necessary protective measures.

This may result in more stringent information being requested by steamship lines ahead of accepting dangerous goods bookings that move in, out or via Chinese ports.
