EU Introduces New Dangerous Goods (ADR) Inspection Rules
The European Union has adopted a new ADR Delegated Directive (EU) 2025/1801, published this month, setting out standardised procedures for the inspection of road transport involving dangerous goods.
The directive will take effect on November 2nd, 2025, and become mandatory from June 24th, 2026. It aims to harmonise enforcement practices across member states while adapting to the latest technical updates within the ADR system.
The most notable operational change is the introduction of a unified inspection checklist, which will be mandatory for all national enforcement authorities. The checklist outlines clear criteria for verifying the compliance of vehicles, tanks, containers, and documentation, ensuring consistent interpretation of ADR requirements throughout the EU.
A key innovation of Directive 2025/1801 is the new three-tier classification of risk violations:
Category I (High Risk): serious breaches requiring immediate vehicle stoppage, such as leaks, missing ADR certificates, or absent documentation.
Category II (Medium Risk): violations needing prompt correction, including faulty safety equipment or incorrect hazard markings.
Category III (Low Risk): minor or formal errors with limited safety impact.
The directive also reinforces the requirement for all ADR documents – including driver training certificates and vehicle approvals – to be available in the driver’s cabin, either in paper or immediately accessible electronic form.
Additionally, the legislation aligns with ADR 2025 updates, incorporating new UN numbers, revised hazard thresholds for substances like lithium batteries and lead compounds, and updated compatibility tables based on UNECE recommendations.
